On a small budget, it should be decent, but nothing particularly special. What's "ok" is kinda subjective though, so I'd look at PoB pastebin, see if you are ok with those stats. Just change to "no cluster jewels" setup on the passive tree. Good ones will likely be expensive without harvest crafting.

I'm gonna try the league mechanic, but i'm not sure if i'm gonna stick around yet. I doesn't seem particularly interesting to me so far, and playing without harvest crafting is probably gonna feel like a massive downgrade.
I will start with rf chieftain. Supreme echo + new vitality i hope will allow me to level with rf. If it will go very bad i will switch to discharge. Maybe i will use discharge with weapon swap for boss fights. So many fun options to test and experiment. And thank you for this very nice guide it will help.
gonna post a mini rant, if its even a rant

game isn't "fun" anymore , spam game is dead in global 1. i can't kil uber elder i only play the game by spending 1 alteration on every piece of gear. i make 20 chars per league and they all suck and i can't progress. rf guide sucks because it requires a 25link helmet in pob --STUFF--

if your mentality is what i wrote above, read no further.

i am gonna sit out this league, and may sit out many more leagues in the future until path of exile 2 comes out then ill play 23.5 hours a day when it does for the first week. every league ive played before its always been fun. the game is deep, extremely deep. ive never played much party play. i was never able to make super deep delve characters. getting to 300-400 depth is nothing compared to the players that delve past 1.5k and find crystal king every other node. i am not a master crafter, what i am good at in this game is i am good at playing rf and ancestral warchief(don't hate lol)

honestly i just feel burned out. i wasn't even here last league and i saw all the godmode items you guys churned out here. i said this last league players in this thread have pushed rf to the limit and beyond. i pushed it to the limit when everyone was abusing heraldry i was running around farming for voices jewels with maxed cap resistance and never dying by abusing pure commander, i invented that sht.

it feels strange to be not playing poe and burned out -_-. let see if i can predict the future. this entire league is gonna be 80% players using the new discharge threshhold jewel making the cooldown of discharge to a milisecond. soon 90% of the players will be using discharge with a headhunter. league mechanics will never be fully explored because everyone too busy chasing headhunters.

The point here is that you don't need even x5 of that to kill bosses comfortably.

I'd love to see what the "reduced cost" version of that build is. RF is usually my starting build, the whole point is that you don't need to shell out for a 6L to make it work.

And the lack of damage is 100% something that needs to be addressed going forward. Between Delirium content, Harvest creatures and now Heist rare mobs, a slow-damaging AOE is increasingly sub-optimal.
