Do enemies ever "ele pen" us?

Or do we just get resists lowered by curses & map mods only?

(Do we ever get Exposured? Or anything other than the two above things?)

There are 3 resistance modifiers from enemies.

Elemental weakness curse as a map mod, - xx maximum resist as a map mod, and ele penetration as attack property from Bosses (Shaper balls for example have cold penetration) and as a delve node mod.

The first can be countered by stacking resists over max to 115 res, the second can only be countered with loreweave and the 3rd can't be countered at all making it really dangerous.
Other stuff:

Elemental Essence mob and some Shaper mobs/that unique divination card box mobs apply like a frost bomb exposure effect but can be other elements except more OP cuz you can have multiple on you at once

Phoenix debuff

some dudes do SR exposure like innocence and probably tukohama dudes

and I recently discovered that something in volcano map boss applies EE to you - scary shit.

You can counter penetration (f.e. Shaper´s ball, Atziri´s empowered FB) with maximum resistances or with different mitigations / avoidances (fortify, spell block, …)

TO OP:

There are also other ways how to lower our resistances
f.e. Phoenix Guardian (fire bomb, debuff)

I think some monsters can apply different exposure but can´t remember which ones.

Atzoatl too give you Lightning Exposure with the "dark lightning waves" attacks that will in the not-so-distant future become Wave of Conviction.

Though usually having less tha 4k Life/ES means that attack will 1-shot you, and if it does not, the second wave will surely get you because of the Exposure
