Yes. Like Lightning arrow, Ball Lightning deals individual, non-area damage separately to each thing in range, but the range itself is an area.

Base radius 12 units, Base speed works out at roughly 36 units per second, as far as I can tell.

Ball Lightning does not deal area damage, so modifiers to area damage will not apply. Modifiers to damage, spell damage, projectile damage, or any damage type dealt by the skill (most usually lightning) will apply.
